Westaff is HIRING a Procurement Manager in Lafayette, La.
Hours: Monday-Friday
8:00am -5:00pm
Pay: $50,000- $60,000/ annually
Qualifications:
- Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, or a related field.
- Minimum of 3–5 years of procurement experience, preferably within a public housing authority, government agency, or similar regulated environment.
- Certification in public procurement (such as CPPB, CPPO, or NIGP-CPP) is highly desirable.
- Knowledge of HUD procurement requirements and federal contracting rules
- Proficiency in Microsoft Office and procurement software systems.
Responsibilities:
- Develop and implement procurement strategies, policies, and procedures in compliance with HUD regulations (24 CFR Part 85.36), Uniform Guidance (2 CFR Part 200), and other applicable rules.
- Manage the procurement process including drafting solicitations (IFBs, RFPs, RFQs), evaluating bids/proposals, and negotiating contracts.
- Ensure timely and cost-effective procurement of goods, services, and construction related to public housing programs and agency operations.
- Maintain accurate and complete procurement records and contract files for audit readiness and compliance monitoring.
- Serve as the liaison with vendors, contractors, consultants, and internal departments to facilitate procurement-related communications and issue resolution.
- Monitor vendor performance and contract compliance, initiating corrective actions as needed.
- Provide guidance and training to staff on procurement procedures, internal controls, and best practices.
- Oversee and manage the agency’s procurement schedule, contract expiration tracking, and renewal processes.
- Ensure compliance with Section 3 requirements, minority-owned business outreach, and other HUD procurement initiatives.
- Prepare procurement-related reports for executive management and HUD, as required.
