Duties:

This position is responsible for maintaining care, custody, and control of inmates held in the Park County Detention Center. This position is additionally responsible for maintaining appropriate records pertaining to inmates.

Qualifications:

  • Must be a citizen of the United States, at least eighteen years of age.
  • Must be of good character, as determined through background investigation.
  • Never been convicted of a felony.
  • Must be finger printed and criminal record searched.
  • Must be a Montana resident for a period of one (1) year and a county resident for at least six (6) months prior to appointment. This may be waived by an administrative decision.
  • Not within five (5) years immediately preceding, his/her date of employment, been affiliated in any manner with any subversive organization.
  • Must successfully complete an oral examination to demonstrate the possession of communication skills, temperament, motivation and other characteristics necessary to the accomplishment of the duties and functions of a peace officer.
  • Must be willing to be fit for duty, to workday, afternoon and night shifts.
  • Applicant is required to submit to a medical examination by a medical doctor and also submit to a psychological examination by a psychologist. Both examinations must conclude the applicant is medically and mentally fit in order to perform the required duties successfully.

Position overview:

Interacting with the regulated public in adversarial situations, the Compliance Officer is responsible for investigating and resolving complaints, researching laws, regulations and other information, conducting site inspections, attending related meetings and coordinating enforcement responses with other County personnel to make compliance determinations concerning alleged violations of applicable state laws and any Park County regulations adopted thereunder. This position reports to the Park County Commission and does not supervise other County personnel.

Duties:

Compliance Code Operations:

  • Administers, monitors and tracks compliance caseloads; maintains digital project files, Compliance web site and the Compliance budget. Monitors and tracks compliance cases that directly relate to Park County adopted Regulations through the Health Department and Planning Department. 
  • Works as a project manager for each case and contacts, monitors and requests information from other County personnel regularly.
  • Investigates complaints, researches information including applicable laws and regulations; performs site inspections; interprets regulations to determine compliance with applicable regulations; prepares written compliance determinations on complex issues; requires corrective action to remedy violations, which may include, but is not limited to orders to obtain after-the-fact permits, and in conjunction with the County Attorney’s Office issued cease and desist orders and/or orders to remove noncompliant structures, prepares affidavits of compliance investigations and provides expert testimony as needed, files documents in the Clerk and Recorder’s Office on non-compliant properties.
  • Presents information at public hearings, prepares written staff reports and Findings of Facts and Orders for the governing body as required.
  • Interprets regulations to determine compliance on alleged violations.
  • Identifies remedies to resolve violations without litigations.
  • Assists the public in obtaining the information and contacts they need to prepare permit applications.
  • Provides technical/programmatic assistance to the general public, businesses and other governmental agencies regarding regulatory requirements and compliance/enforcement of Park County land use regulations.
  • Assists other Departments with the review and update of County regulations as needed.
  • Assists the Planning and Health Departments with compliance/enforcement issues and coordinates complaints and violations with other regulatory agencies as appropriate.
  • Assists the general public in locating contact information for local and State agencies with the project in question even when not a compliance issue.

 Other Duties as Assigned:

  • Performs other duties as assigned by Park County Commission.   This includes special projects and a variety of other functions as determined by the Park County Commission.

Qualifications:

Knowledge:

Position requirements include knowledge of laws and regulations pertaining to State and local land use regulations (zoning, community decay, wastewater, establishing licensed campgrounds, floodplains); principles, practices and techniques related to code violation investigation and enforcement; governmental code of ethics and computer software and programs, using work processing, spreadsheet and database applications appropriate to assigned duties (Microsoft Word, Excel, Access, PowerPoint, and Mapping (GIS) applications); Applicant must have the ability to work with limited supervision, exercise good judgment and interact with the public in a professional manner in adversarial situations; write clearly and informatively to meet specific needs; prepare accurate and reliable reports; speak clearly and persuasively in positive and negative situations; interpret, explain and apply applicable policies, procedures, laws and regulations; read and interpret maps, site plans and legal descriptions; respond to inquiries, complaints and request for services in a tactful and timely manner; establish and maintain effective working relationships with other County personnel and general public; use logical and creative thought processes to develop solutions according to written specification and/or oral instructions and in accordance with applicable regulations and meet challenges with resourcefulness through original thinking and creativity.

Education and Experience:

The required knowledge, skills, and abilities are typically acquired through a combination of education and experience equivalent to a bachelor’s degree (Master’s degree preferred) in Public Administration, Land Use Planning, Urban Design, Natural Resource Management, Sanitation and Environmental Health, or a related field and minimum three (3) years’ experience in code enforcement, including zoning, subdivision, floodplain, wastewater management, buildings for lease or rent and other applicable County regulations and permitting.

Position overview:  Position is responsible for the operation and maintenance of county roads and bridges. Works along with the other team members on projects and the Shop Mechanic to assist in the repair and maintenance of the vehicle/equipment fleet. Position is subject to the DOT federal drug testing requirements for a Commercial Vehicle License including a two-year clean testing history.  You must have a valid license to operate equipment. If necessary, Park County will facilitate driver to obtain Commercial Vehicle Driver’s License.

Operator Team Duties:

a)      Road and Bridge Duties; Operators carry out all directions of the Road and Bridge Foreman in a timely manner. Position provides road and street construction and repair. On a daily basis inspect work areas to determine type of work required and materials and equipment to be used. The position operates equipment such as, but not limited to, trucks, backhoes, loaders, sanders, asphalt equipment, graders and/or other equipment in a safe and efficient manner. Must use knowledge of methods, practices and materials used in road construction and maintenance. 

b)     Reports and record keeping. Operators are required to maintain time, production, and equipment inspection records with accuracy and in a timely manner.

c)      On call: for emergencies year round and especially for snow removal during winter months.

d)     Keeps shop clean and organized. 

e)     Other duties as requested by Foreman.

 

Qualifications:

KNOWLEDGE

Must have ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Must have ability to read and interpret documents such as, but not limited to, safety rules, collective bargaining agreements, blue prints, operating and maintenance instructions, procedure manuals, and/or other documents.  Ability to write routine reports and correspondence.  Ability to speak effectively and courteously to the public.  Must have ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals.

Education and Experience

Must have three plus years’ related experience and/or training, or equivalent combination of education and experience operating backhoes, loaders, sanders, asphalt equipment, graders and/or other road/bridge construction equipment.  Additional basic experience in welding, chainsaw, and tractor mowing experience preferred. Experience repairing diesel equipment 1-2 years needed.

CERTIFICATES, LICENSES, REGISTRATIONS:

Commercial Driver’s License (Class A, Type 1) must be acquired within 6 months of hire. Endorsements: tank, can be obtained within 30 days of CDL license.  Must have two years of clean drug testing history.
