Position overview:  Position is responsible for the operation and maintenance of county equipment that provides maintenance of roads and bridges in Park County. The shop mechanic works directly with the road and bridge supervisor and along with the other team members on projects when assigned. Position is subject to the DOT federal drug testing requirements for a Commercial Vehicle License including a two-year clean testing history.  You must have a valid license to operate equipment.

All duties below are essential functions unless otherwise indicated. Duties of the position are not all inclusive and subject to change.

Mechanic Team Duties:

a)            To schedule vehicles and equipment needing service, repairs, warranty work or updates with regard to Road and Bridge priorities. To complete work orders for completed repairs. Keeps individual equipment repair and maintenance records.

b)            To complete vehicle repair processes in a timely, efficient and accurate manner.This may include working on equipment that is in the field and not operable during inclement weather.

c)     To order parts for repairs including price quotes for parts and places orders timely and efficiently. To complete parts inventory annually.

d)            Keeps shop clean and organized including tools.  Periodically inspects tools for DLI standards to ensure safety for Road Team members.

Operator Team Duties:

a)      Reports and record keeping. Operators are required to maintain time, production, and equipment inspection records with accuracy and in a timely manner.

b)     On call: for emergencies year round and especially for snow removal during winter months.

Knowledge 

Must have ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Must have ability to read and interpret documents such as, but not limited to, safety rules, operating and maintenance instructions, procedure manuals, and/or other documents, blue prints, etc.  Ability to write routine reports and correspondence.  Ability to speak effectively and courteously to the public.  Must have ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Must be skilled in driving and operating heavy equipment vehicles for testing and diagnosis.  Should be skilled in basic welding, cutting and fabricating metals.  Must have ability to understand and operate special tools and diagnostic equipment. Must have basic computer skills.

Education and Experience: Must have the experience normally obtained through a high school diploma, GED or HiSET.  Must have four plus years’ commercial equipment mechanical experience and/or training. Actual in the field operating experience with equipment such as graders, loaders, backhoes and trucks would be an asset for this position. Additional basic experience in welding, chainsaw operation, and tractor mowing experience preferred.

Acts as a custodian of departmental documents and records. Receipt filing fees. Makes deposits of collected fees and monies.  Issues and files marriage licenses. Photocopies a wide variety of legal documents.  Searches court records for criminal and civil requests. Searches court records for genealogy requests. Maintains court calendar and documents court hearings and trials. Mails and/or distributes documents as directed.

1. Assigns case numbers to new cases, indexes, and keeps register filings current. Transfers cases and presents orders to the Judge. Certifies documents as requested. Takes minutes of court proceedings and marks exhibits and maintains and accurate list of exhibits for each case.  Gives oaths to parties testifying in court and to parties signing documents. Issues summonses, subpoenas, writs of execution, and notices per state statutes. Prepares and signs certain orders per state statutes. Without giving legal advice, aids pro se litigants filing documents. Sends copies to appropriate parties and out-of-town judges.

1. Prepares and submits several monthly, quarterly and yearly reports to other county, state and federal agencies.

CIVIL RELATED DUTIES:

1. Opens case files and assigns case a number.  Checks original documents for signatures and notarizations. Accepts and receives fees. Issues summons and places court seal on proper court documents. Dockets and files records and judgments. Notes motions for Judge’s attention. Ensures security of all court files.  Sends certified mailing when required to appropriate parties. Enters defaults and prepares orders when necessary. Sends certificate of adoption, marriage license    applications and certificates of divorce to proper agencies. Ensures confidentiality of juvenile, dependent neglect, insanity, and adoption cases. Files pleadings in proper cases. Sends files to the Supreme Court and other District Courts when necessary. Completes Information Case Report forms and reimbursement forms to send to Supreme Court Administrator’s Office. Sets reminders for annual accountings and annual reviews.

CHILD SUPPORT DUTIES:

1. Keeps accurate records on child support through recording payments received including updating address changes, distributing payments timely to appropriate entities. Issuing child support withholding orders.  Completing timely and ensuring accuracy necessary forms for Child Support Enforcement Division.

CRIMINAL RELATED DUTIES:

1. Opens case files. Records and files pleadings. Distributes attorney’s reports. Makes timely notification to Sheriff’s Office of the criminal calendar. Collects bonds and issues receipts. Prepares sentence review packets with filings and documentation. Sends court file to Sentence Review Committee and Supreme Court. Seals certain files when necessary and documents on computer.

RESTITUTION DUTIES:

1. Keep accurate records on restitution including; creating receipts updating addresses, recording payments on computer. Distributing payments timely to appropriate entities.

JURY RELATED DUTIES:

1. Pulls voter registration list yearly to assist development of a jury selection list. Prepares summonses and questionnaires to complete and return for jury selection including copies for attorneys. Assists with pulling the jury selections list for each jury trial and determines the number of jurors needed. Notifies designated public of possible selection for jury duty by telephone, and follow-up contact is made by telephone or in writing. Maintains master file of juries held and who was selected to serve for each trial. Pulls jury list for criminal cases. Prepares supplies for jurors and prepares jury room. Contacts bailiffs or may act as bailiff and briefs them on any special instructions. Also provides assistance to judge, counsel, jurors and public as needed.

Must have ability to keep matters confidential.  Ability to work as part of a team as well as the ability to follow written and oral instructions.  Ability to establish and maintain effective working relationships with employees, other departments and the public are necessary.  Ability to thrive in an environment requiring constant multi-tasking, work under pressure and handle continual distractions, schedule changes, and inquiries requiring immediate decisions.  Ability to reason logically, to pay attention to detail and are familiar with tools and equipment including computer, printer, typewriter, fax, ten-key calculator, telephone, photocopier, and scanner. Punctuality and reliability will ensure Team success.

EDUCATION and/or EXPERIENCE:

The skills equal to a High School Diploma, GED or HiSET and four years of varied clerical work experience or any equivalent combination of education or experience.  Experience working with District Court procedures is preferred governmental entities preferred.

Position overview:

The position is responsible for claims processing, from verification of invoice approvals to printing and disbursing warrants, reconciliations, and annual processing of 1099’s; accounts receivable billing; performing payroll backup duties, mail routing; selling burn permits, processing refuse tag requests, and addressing questions from the general public and county personnel.  

ACCOUNTING

• Process claims in accordance with procedures specified by Park County Policies and Procedures.  Assist department heads with process and approvals on claims, ensure that appropriate account information is included on each claim, process vouchers, print and disburse warrants.  Ensure that all paid claims are filed for ease of retrieval and are stored as appropriate per records retention policies.  Perform scanning functions for claims as determined by need.  Monthly reconciliations of claims clearing fund and accounts payable.  Generate monthly reports for website upload.
• Maintain copies of contracts required for certain goods or services and ensure that payments made on contract meet the terms of the agreements.  Maintain vendor files and update information as necessary
• Act as payroll backup, including time card entry, report generation, warrant generation and other payroll duties as assigned.
• Process, distribute and monitor employee fuel credit cards.  Issue refuse tags and burn permits. Deliver daily departmental mail to the mailroom, open and distribute incoming mail as appropriate.
• Process 1099’s, mail to vendors, and file with federal and state as required at the close of each calendar year.
• Bill City of Livingston, State of Montana, and other applicable entities for shared building and other expenses, and track receipt of payments.  Generate invoices as needed.
• Assist with annual preparations for audit and cooperate with auditors in that process.
• To process all incoming and outgoing county mail on a daily basis on a timely basis.  To take mail to post office each day.
• Performs other duties as assigned by Finance Director.   This includes special projects and a variety of other functions as needed.

 KNOWLEDGE

This work requires knowledge of bookkeeping, accounting principles and practices; knowledge of the principles of accounts payable and accounts receivable; basic knowledge of payroll, competence in business English, spelling, punctuation and math; knowledge of and demonstrated experience using computer programs such as MS Word, Excel, email, pdf software, and standard office equipment; a working knowledge of modern office practices and procedures.

Education and Experience

High School diploma or GED.  The required knowledge, skills, and abilities for this position are typically acquired through a combination of education and experience equivalent to two to five (2-5) years related work experience.
