As a franchise owner, you'll be included in all communication, and you'll

you'll have access to our dedicated Franchise Operations team who will
provide guidance in regard to sales and operations and VP of Franchise
Operations, a long-standing experienced Westaff franchise owner herself who
will help mentor you on managing your franchise business.

Marketing
From business cards and signage to office furniture and branch décor,

Recruiting: Viper Job Board/Internet Job Posting System
Westaff has reshaped the art of recruiting with proprietary and exclusive
technologies that make the fit between employer needs and associate skills
not only faster, but also infinitely better. Our comprehensive assessment
system, Talent Trak®, operates seamlessly with a networked system of local
and national multimedia advertising and Internet job postings. Our systems
are integrated and managed through the technology interface, Viper. Here,
your staff can manage every aspect of recruiting, searching and matching
candidates to client assignments.

National Account Proposal and Presentation Support
As a franchise owner you'll benefit from national accounts that do business in
your territory. If a national account or an account that crosses multiple
Westaff territories originates in your territory, you can ask the National
Account Proposal group to help coordinate the proposal process at a national
level. The group will work with Senior Management to determine viability in
servicing the account and Westaff's pricing strategy, and then will work with
you to respond to the RFP by the requested deadline.

processing of checks, generating W-2s and paying payroll taxes and other

IT Support/Technology/Telecom
Information Technology
Included in your franchise fee is Westaff's payroll system often referred to as
the 2nd Wave Front Office/Payroll Processing System and Talent Trak®,
Westaff's Screening and Evaluation System. Additionally, Westaff offers
corporate discounts on additional computer hardware as needed.
Additionally, you'll have access to our Help Desk (Mon-Fri, 4:45 a.m.- 5:30
p.m. PST) for:
- IT/IS support;
- Application support permission changes;
- User support and proactive notifications and maintenance; and
- Payroll support, e.g.,check resetting, check format repairs and payroll system hardware support.
Westaff's Help Desk uses an advanced trouble ticketing application to ensure
all of our company-owned and franchise offices receive optimal support.
2nd Wave Workforce Management System
At the heart of Westaff's technical platform is 2nd Wave, a powerful national
database of our vast pool of candidates. With 2nd Wave, your staff will have
easy, instant access to client history, preferences and work order status,
matched against a prioritized listing of available associates from the
surrounding Westaff network. 2nd Wave gives branches immediate
information about available candidates and fill rate, along with a complete
array of key measurement data.
Core Engineering
This Westaff department provides added assurance that your Westaff systems are
running reliably and seamlessly. The group oversees planning, design,
implementation and maintenance of all server, computer, database and
network environments, and works hard to respond to support requests timely
and efficiently.
Telecommunications
Westaff is able to provide all offices with enterprise-grade voice and data
networks at optimal pricing. Our negotiated-rate, national cellular program
includes support and device management. An enterprise Smartphone
application allows real-time access to your business e-mail, contacts and
calendar from a cellular Smartphone, and a Sprint PCS wireless data connect
card program that allows anytime, anywhere access to the Internet and the
Westaff network from your laptop.
In addition, Westaff offers Nortel Networks hybrid branch telephone systems,
which offer specialized programming, built-in voicemail and auto attendant
and licensed, Westaff-provided "on hold" music/message. Since Westaff's
telephone systems are managed from a centralized location by Westaff
telecom engineers, all moves, adds and changes to your phone system can
occur within a fraction of the time - and without the cost of a technician.

Risk Management / Workers' Compensation
Concerned about the high cost of on-the-job injuries? Westaff works hard to
proactively minimize your risk and contain your costs through its
comprehensive safety program, risk analysis, workers' compensation claims
management, pre-screened network of industrial clinics and modified duty
assignments.
Safety Program
Westaff's national safety program is designed to encourage safe work
practices and includes the following:
- Safety training equipment
- Safety training videos, posters and brochures
- On-site workplace safety evaluations
- Safety incentive programs
- Personal protective equipment
- Open access to Westaff Field Safety Specialists who are actively involved with all aspects of workplace safety and accident/injury prevention
Workers' Compensation
Westaff offers a full range of workers' compensation insurance, as well as
general liability, crime, fidelity and E&O coverage for its associate employees
at very discounted rates. An incentive program can further lower your cost of
premiums. We can also help you purchase insurance for your own company
and personnel as needed.
Should an accident or injury occur, our Risk Management Claims Unit
aggressively monitors our carrier/administrator to ensure that all claims are
investigated properly and handled pursuant to industry best practices. We're
able to control our workers' compensation costs by working closely with
adjusters to ensure quality and prompt claim management.
Additionally, our "Gross Profit Calculator" helps franchisees determine
appropriate bill rates by viewing all of their built-in costs, including workers'
compensation.
Modified Duty Assignments
By avoiding temporary total disability, Westaff's modified duty program can
significantly lower workers' compensation claim costs and create a positive
impact. The wages (and a reasonable level of overhead costs) are paid by
Risk Management up to 90 days where approved.

Finance/Accounting
Accounting
Westaff will crunch the numbers for you and provide timely, accurate
financial statements at the end of every four-week period. You'll also receive
weekly gross profit reports and twice-weekly aging reports, as well as custom
reports and invoicing upon request.
Credit Management
Our Credit Department will help you maximize sales and minimize risk of loss.
Extensive credit reports on all of your new clients will be analyzed. A
dedicated senior credit analyst will review your reports on a regular basis and
work with clients, as needed, to collect on past due accounts.
SUI
Our dedicated staff will help you decipher important federal and state tax
programs. Under the mandatory State Unemployment Insurance (SUI)
program, you'll be assigned a tax rate based on your office's unemployment
claim history. We'll work together to keep that rate down, and Westaff will
pursue invalid claims on your behalf.

Westaff has your associate employees covered. Additionally, you can opt to
purchase health benefits for your internal employees through Westaff's
Benefits Program. Our group rates and centralized administration can save
you both time and money.

Legal
Legal Services
Westaff's Legal and Human Resources Departments will advise you on issues
involving the temporary workforce, including: wage and hour law; state and
federal regulations; hiring practices; employment law; discrimination; sexual
harassment; time card fraud; drug testing; permanent placement and
employment agency licenses in states that require them; and more.
Westaff will defend you and your temporary employees in civil lawsuits. If a
claim is filed, our Legal Department will respond to the claim on behalf of the
Company. While the legal assistance described here is provided to temporary
employees, Westaff's Legal Department does not provide these services to
the franchisee's own internal employees.
Contract Processing
The Contract Processing Department reviews and processes all customer
contracts in accordance with Westaff legal and business guidelines. This
includes proposing equitable changes to terms and conditions based on
Company policy and/or good business/legal sense. When appropriate, this
department will confer with Risk Management, Legal and Senior Management
regarding proposed terms and conditions that are outside of normal Company
policy.

Facilities
If you're searching for a location for your franchise operations, Westaff
Facilities can help. We have a national contract with a tenant-only real estate
firm that handles all lease administration, demographic research reports,
contract reviews and space management.
Mailroom
Westaff offers national negotiated rates and relationships with FedEx. We
also offer special rates on Pitney Bowes postage machines.
